Katya Evans

Assistant Research Scientist, Ralph O'Connor Sustainable Energy Institute


Katya Evans is an assistant research scientist with the Ralph O’Connor Sustainable Energy Institute (ROSEI). She joined ROSEI in May 2026.

Evans’s focus at ROSEI will involve the PJM Interconnection LLC (PJM), a regional transmission operator (RTO) and the largest grid operator in the United States, which Maryland is a member of. She will work with Abe Silverman on the PJM capacity market, specifically advancing state initiatives to help protect consumers from price spikes.

Evans comes to ROSEI from industry, where she most recently served as a program manager and senior analyst for PJM. At PJM, she managed the cross-functional execution of 95 project studies and re-built business processes. Evans previously worked for Dominion Energy as an Energy Market Consultant, where most notably she revamped the 2024 Integrated Resource Plan, approved by regulators in July 2025, leading 80 experts across 20 teams in rewriting the strategic narrative.

Evans received her MBA with a concentration in operations management and strategy from Duke University. She earned an economist degree with honors from the Financial University under the Government of the Russian Federation with honors.
